Quality Assurance
The objective of the Compulsory Import Inspection Scheme (CIIS) is to assure that the imported products Gazette under this scheme, designated in the relevant regulations are closely monitored and assessed the conformity to the relevant Sri Lanka Standard Specification (SLS) and to make recommendation to the Department of Sri Lanka Customs on release of the consignments. This scheme is implemented based on the Gazette Notification No. 2064/34 of 29 March 2018 under the Imports and Exports Control Act No. 1 of 1969.
Conformity of consignments of the designated items for importation/ or Gazette shall be assessed based on the following criteria.
- Consignment with Certificate of conformity issued by an accredited laboratory.
- Consignment accompanied with a Certificates of Conformity (COC) issued from the National Standard body of the exporting country.
- Consignment imported from a manufacturing plant registered with SLSI.
- Consignment of products carrying the “Product certification Mark” of the national standards body where the stand use for said certification is compatible with the corresponding Sri Lanka Standard Specifications.
- Reliability and experience on the past performance of the manufacturer of the product with respect to the product compliance.
What We Offer
The services offered by the Quality Assurance Division of the Sri Lanka Standards Institution, are as follows,
- Carrying out conformity assessment of designated goods under the Compulsory import inspection scheme
- All identified products are compiled to the relevant Sri Lanka standards
- To ensure the suitability for use and human consumption (food items)
- To ensure health and safety of consumers
- To prevent Sri Lanka from becoming a dumping ground for substandard goods produced in other countries and to protect the environment thereby.
- Pre-Export Certification for Cinnamon
- To ensure the quality of the exported cinnamon conforms to the Sri Lanka Standard or buyers specification.
- To facilitate the exporters with a third party certification to access untapped foreign markets that expect high quality cinnamon products from Sri Lanka
- Instructions to importers
- SLSI take decisions on consignment basis as the conformity against standard vary from consignment to consignment.
- The importers are responsible to identify regulatory requirements and related standards referred in the regulation.
- If the Sri Lanka Standard appears in regulation without the year, the products should comply with the latest version of the standard
- The Importer should be aware of any amendments or revisions to the standard by referring to the SLSI web site or enquiring the SLSI library. Quality Assurance division will not communicate any amendments or revision or changes to the standard.
- The decisions are made based on the documents submitted and samples drawn. Any concessions requested either in writing or verbal regarding the Sampling or decisions made will not be entertained
- Importers are requested to carefully respond to what is expected by the QA division in order to process the application fast and thus avoid delays
- In case, if there are any delays, the relevant unit of the QA division should be contacted to avoid further delays

Cinnamon (Cinnamomum zeylanicum) is native to Sri Lanka and it is identified as True Cinnamon or Ceylon Cinnamon in the world. Sri Lanka is the largest exporter of Ceylon Cinnamon and already received the Geographical Indication (GI) certification for Ceylon Cinnamon.
